Kellen Dorsey is an aerospace engineer and a Southern California native who has spent over a decade in aircraft certification and airworthiness. His work sits where engineering meets regulation: the legal structure of the airworthiness code, the precedents that govern how it is applied, and the creative compliance strategies that get unconventional designs approved.

His experience spans an unusually wide range for the discipline — manned and unmanned air systems, civil and military applications, fly-by-wire and conventional flight controls, certified under both Part 23 and Part 25. That range is the foundation of how KTS Capital approaches a program: with more than one viable solution, and the judgment to know which one is most feasible for the design.

That breadth is matched by depth in the disciplines beneath a certification argument: ARP4754B development assurance and requirements decomposition from aircraft to system to item, ARP4761A system safety, and equipment qualification strategy, including assessment of prior qualification evidence against DO-160G, DO-178C, and DO-254 requirements.

He founded KTS Capital on a conviction formed early: an aviation concept is only as viable as what can be built, maintained, and certified. The hardest certification work belongs in planning, while the design can still absorb a change — not in detailed design, when the engineering is done.
